Alright, so I dunno how many of you have actually reached this point, but I'm stuck. I've got two sources confirming how this puzzle works, one in video form even, and following along with how they did it... yields no results. At all.
Logically speaking, that means I missed setting a flag someplace else, but to my knowledge I've read all the braille and done every puzzle prior, so I have no idea what's up. It's heavily concerning since the battle this unlocks is a requirement for reaching the end of the dungeon.

There's Gible, who's relatively uncommon in Victory Road.
Embird, who's uncommon/rare in Fire Island Cave and evolves into Fenusc, a Fire/Dragon.
Laquagon, who's uncommon/rare while Surfing in Victory Road or the route Victory Road is on. It loses its Dragon/Water Typing upon evolving into Nostratos, instead being Dragon/Flying.
Modra, a Poison/Dragon who's uncommon on the bottom floor of Victory Road's Postgame Section.
Unfortunately, that's all there is aside from Legendaries.

The grinding required in this game is beyond reason; pidgeon holes you into using a couple pokemon or else you'll be spending hours just farming exp.
You get the vs seeker after the 3rd gym, hopefully this helps solve the design issues.

Be careful with the VS Seeker, though. You might end up fighting a completely different trainer than expected. Especially once you get all 8 badges/reach postgame.

You're limited to the First 151 in the Game's Pokedex, then in Postgame it throws Pokemon 152-386 all over the place.
Oh, and they're all Level 40-60+ and usually in Base Form, when they usually evolve earlier than that and benefit from evolving ASAP either due to gaining a new type or learning better moves.

I don't think so, you would need to set off the flags that come with starting the game after beating the Champion.
But you'll need the National Pokedex anyways if you were to hack in any Post-151 Pokemon so they could actually evolve.
