Pikachu being in Viridian Forest right before a Rock/Ground gym made it more like they didn't want people to use it. Diglett would be the more appropriate answer in Gen I, a cave full of them right in the same area as the Electric Gym.

It's a common thing in RPGs to give you a tool that will help you in an upcoming challenge. Your example; the aforementioned Diglett; the Geodude in Johto's Route 46 for Falkner and later in Rock Tunnel for Bugsy; Machop in Route 207 for Roark; etc.
That's usually a sign of at least decent game design in RPGs, but when more options begin to open up about halfway through, that's when you either become overpowered and the rest is a cakewalk, or you somehow fucked up and the rest is a nightmare (which at least doesn't apply to Pokemon in particular).

the game only encourages you to use early route critters as hm slaves. even the "good" ones are only good with their HAs or egg moves, meaning not the ones you use in the story.

I don't remember much of Gen 2 and 3.
Gen 4 gave us Starly, which evolves into what would be King of Birds if Talonflame didn't have Gale Wings. No HA needed or anything.
Gen V you have shit like Darmanitan and Frillish.
Kalos gives us Honedge and Hawlucha.
