What if Hail gave a 50% boost to Sp.Def of Ice Types? That would give Regice 300 base sp.def, which means it could wall Mega Charizard Y

That's not how percentage boosts work. They boost the final stat, not the base stat. So a fully specially defensive built Regice would reach 548 SpD, which would be 822 with the +50% buff.

Also base stats can only go up to 255, so that'd be a maximum of 669 SpD at leve 100 with maximum investment.

Snow Warning Regice is still crap. Regice was good in gen-3 before Stealth Rock and the physical-special split, both of which were very bad for it.

Magic Guard + Recover Registeel probably goes to UU with some usage in OU.

Huge Power Regirock goes to BL. Banned form UU for being a wallbreaker of such power. Banned from Doubles and Triples because of Trick Room nonsense.

Personmally, I would give regirock Regenerator. It would likely go to RU with some UU usage, hampered mainly by the overabundance of Scald users, but I guess you could paly around it and run a cleric like Togetic or Umbreon or Aromatisse or something.
