Sinnoh Ash was actually a really good trainer with a really good team, they pulled Tobias out of their ass so Ash could lose again without making it seem OoC when he and his team have been so good up until then

Nobody could. Ash is the only person in the entire tournament who was able to take the thing down, and he did it with half of his good Pokemon in the hospital. And he managed to take Latios down.

Everything that happens was pulled out of their asses dude, they write the story. They pulled of their asses all the other trainers in the tournament that we didn't know before it started.
They could've created a guy with a regular team that beat Ash in a regular 6vs6. There was nothing OoC with Ash losing because beating Paul doesn't mean you're now god that has the league secured. They just decided that this time he had to lose against someone so overpowered he only need 2 mons in his entire run and probably thought this would make Ash look better than just losing against in a close match.

Overleveled Vigoroth with Vital Spirit so it doesn't get put to sleep, and False Swipe so it doesn't accidentally knock them out. It also knows Thief and Teleport so he can go steal items from wild pokemon and get out of caves quickly, great for in-game.
