Yeah that's actually true. What I always thought about the incense was that baby pokemon evolve inside of eggs naturally before they hatch 100% of the time, the incense just makes them come out before that natural process happens.
If you think about it, it's like a premature birth that actually works and isn't dangerous for the pokemon.
