After 17 years the formula's getting stale. And unless the ROMhack's gyms are long intricate dungeons or they've added tons of new battle effects, I'd rather just replay a mainline game.

This can be done since kanto is in HGSS. Just gotta change dialogue around and make it that you start off in Kanto instead of Jhoto and either fix Jhoto by making it harder or just scrap it.

Doing something like BW where the gyms aren't the main focus is the best of both worlds but idk why no one has tried that way of storytelling and succeeded in rom hacking.
Winter Hoenn. All the water routes are frozen over creating large swaths of snow covered ice to walk on an a ton of sliding ice puzzles. There are still many breaks in the ice which allow you to dive beneath. Regular land routes would be winterized with hotter routes being more mild

Pokémon data doesn't take up as much size as you think. We're able to expand the ROM to 4MB, you shouldn't be hitting size limits unless you're doing some really crazy shit.
The actual reason there's no updated Pokédex version of Gen 1 or Gen 2 is that the games are coded to use two bytes to determine Pokémon species. This means 256 slots, minus a few in each game taken up by other things (you can have 251 coincidentally in RBY, and 253 in GSC).
If you wanted to break those limits, you'd need to have Pokémon species take up four bytes. You'd have more room than you could ever need then, but, you'd essentially have to rewrite every single line of code in the game that reads Pokémon data, which would be a huge undertaking. This is possible in the modern day thanks to the disassemblies, but it's so much work that nobody's ever done it.

I haven't seen a single ROMhack that doesn't contain gyms, save for that butchered Mystery Dungeon game.
I'm fine with bad storytelling as long as the gameplay is solid.
