In the console version, you'll be able to unlock him as a playable character.
I'm not sure what exactly people were expecting from the roster.
All of the fighting games with huge rosters are either sequels in long-running franchises that can port most of the characters over from the older games and then add new ones, or padded out with clones (see: the DBZ Budokai Tenkaichi games which claim to have over 100 characters, which is bullshit because most of them are transormations or clones of each other).
For the first game in a series, 20 unique characters is about the best you can ask for, unless you want the game to take a decade to develop, or the roster to be filled with clones.
