Absolutely. Ghetsis was a puppeteering madman who used the romanticism of heroism to formulate a grand plan to rule everyone through their hearts. And you see for yourself later that the man is a true monster without any consideration for the lives of Pokemon or even fellow humans, looking at both of them as nothing but tools.
What happens when is first plan is foiled by a preteen who can actually feel compassion? He goes batshit crazy and decides to inflict unspeakable damage to nature itself in order to ruthlessly force everyone to accept him as absolute ruler.
