It's being made by an American company, founded using startup funds from both Nintendo and Google, run by guys who grew up in extremely rural areas.
In fact, in ingress, living in small rural areas gives you an advantage, because you can set up huge fields with practically no opposition.
Likewise, I'm willing to bet rural areas would have MORE Pokemon, not less, since there would not be nearly as many trainers to compete against to get Pokemon that show up, and they have stated their goal is to have an even enough distribution of Pokemon that anyone could travel 5 minutes in any direction, on foot, and find something.
