He was amazing in the pikachu cup. His design isn't all that bad. The problem is he gets destroyed by earthquake like most pure electric types
It needs either more bulk or more speed. If it can't switch into some electric shit with Motor Drive it can't do anything and it gets annihilated because it has shit bulk.

With the round body shape, arm size, and theme (Elekid has a plug for a head, Electivire has wires for tails and an outlet pattern on its back), Electivire actually has more in common with Elekid than Electabuzz does.
Electivire was "good" back in DPP, not excellent, but a mon that could hang out in OU and not be taken as a joke.
It's a solid choice for what it's supposed to do. Be kinda speedy, beat things into the ground with earthquake and cross chop, and even sweep if you get a motor drive boost into it.
but it suffers the almost brutal curse of being a physical electric type. which gives you Thunder Punch and Wild Charge to work with for STAB, not great choices, and we really need more physical electric options, or at least make Bolt Strike open for Evire.
The 95 speed tier was alright for the gen it was introduced in, but speed creep from Gen 5 and 6 made 95 almost mandatory for a choice scarf if you're thinking about sweeping. Power creep did the same for its pretty mediocre bulk. There's too much that can neutrally OHKO Electivire now, let alone Super Effective hits.
Power creep also hurt its 123 attack, while still good, is not quite enough to deal the damage you need to remove threats, making a life orb necessary to pick up the slack. Leaving Evire wanting a life orb for extra power, but also needs a scarf for speed.
GF really did try to make him good. They gave him Earthquake, Elemental Punches, solid fighting coverage, the whole shabang. It's just a more heavy hitting game now than it was back in Gen 4 and Evire couldn't keep up sadly.
Too weak (high attack is let down by low bp moves, it's screaming for sheer force)
Too slow (this is goddamn unforgivable, not only are electric types normally characteristically fast, but it fucking lost speed upon evolution)
Kinda poor typing (electric is good defensively if you couple it with another type that doesn't cancel the flying resist, but it's only okay offensively and even more so without a second type. Elecivire would really appreciate a fighting subtype)
