It's the Golden Rod Market's basement. I'd assume that it would be used as a storage unit for back-stock. It's a good security system that your average thief or armed robber couldn't immediately decipher. It'd be a good way to delay their plans long enough for authorities to arrive, as well as prevent some goods from being stolen in the event that they need to make a hasty escape.
