Why do I have to hunt down the Seven Sages? How useless were 8 gym leaders that they couldn't apprehend the 6 sages they fought, and how useless are Adler and Cheren for not properly capturing Ghetsis?
Answer: Completely useless and irrelevant. Unova has the worst gym leaders, E4, and "champion."

I just finished Black for the first time because of assclowns like you that frolic in the foamy piss of gen 5 games and wave enticingly to outsiders like you're actually dancing in rainbows.

You complain that Unova had the worst league simply because you had to hunt the sages down and yet you conveniently ignore the fact that not only did a lot of the leaders directly confront members of Team Plasma in their respective cities, they also come to your aid during the invasion of the league.
Whereas leaders of other regions did squat to try to stop their respective criminal organizations. Team Rocket caused mayhem right beside Misty's doorstep. Erika's, Sabrina's and Blaine's gyms were the playground of Team Rocket.
Kurt cared more about the slowpoke than Bugsy. Whitney did jackshit about the Radio Tower being controlled. Pryce was freezing his ass inside his gym while Team Rocket essentially controlled Mahogany town's economy and toll fees.
And yet all of this will fall on deaf ears because we all know nothing we will say will convince your already closed peabrain mind that's set on lanelling the Unova league as the most incompetent despite the facts telling you otherwise.

As for the tl;dr:
it isn't written anywhere that gym leaders are some kind of mayors or all town rappresentants, they are type specialists / wonder local trainers selected by the league as associated and qualified members that check trainers knowledge i battling and approve them for the league E4 sign ups. All the remaining traits are secondary features, there are other many options for their town developments, for example Lance was the star of the Lake of Rage chapter, Erika was most likely unaware of what was happening in the city considering how Celadon and Saffron were supposed to rappresent a "megalopolis" except it was done very poorly as concept, Cerulean had an own police department, I don't see why a normal citizen would fight an actual criminal organization. And so on. The fact Unova leaders got rekt by some old men just shows they should mind their own business. And not like Lenora did better with the museum fossil chapter, she literally had a hound and a sentinel Pokemon in her team.

My assesment of Black is that the gym designs are lazy and boring and the gym leaders are forgettable and insignificant despite haulting the progression of the gym battles and forcing me to deal with Plasma in their town, not them dealing with Plasma themselves; they offer no actual help. The first 2 gyms use normal type Pokemon. Audino experience system is annoying and inefficient. Team Plasma uses Pokemon making them hypocritical, unthreatening, and the worst villians of any game. Despite catching and training each and every available Pokemon, not one of them was interesting or fun to use. Worst regional bird (6>1>4>3>2>5). Cheren and Bianca are better than May and the gen 6 bunch, but still suck as rivals and allies. Adler spends the entire game mopping around the country, and does nothing useful or significant throughout the game then loses to N and doesn't even battle you. Forced to use box art legendary dragon for final fights. The big city is mostly empty; the buildings you can actually go into only have 1 or 2 accessible floors. The game tries too hard to be like gen 1, but lacks the inspiration, excitement, and fulfilment of the original games.
Game rating 3/10: would not recommend.
