It was the gen of unfulfilled potential. Serperior is pretty majestic, but even then he could be better.
2 were pretty bland, but that goes for most Johto mon.
I can't possibly judge Bulbasaur, Charmander and Squirtle fairly, but I still place them at the top. Hoenn's and Kalos are pretty close too.
From 4 I only like Torterra, but they're fine as a whole.

there is literally not ONE starter with 100+ speed and 100+ attack or sp attack
its hilarious, you either Sweep with Snivy and its shit damage and no-moves, or tank hits with tepig or oshitwad and pray for them to learn priority moves
There's not much arguing on 5. Even more when you can get a Darumaka, a Petilil and a Panpour pretty early in the game.
2 is a close second though.

According to my list, all gens are about equally as bad in terms of starter quality
Gens 1 and 2 had the worst grass starters
Gens 3 and 4 had the worst fire starters
and Gens 5 and 6 had the worst water starters

Gen V is my favorite but even I admit it has the least likable starters. I kept Samurott through my Black run, but ended up boxing Pignite pretty early on in White 2. With so many better choices for grass, I never even bothered with Snivy.

I'm a tremendous Gen 5 faggot, to the point of probably being that one guy accused of autistically defending it when it gets insulted, but I'll freely admit that among its various weak points, the starters are the weakest. Or at least one of them. In my opinion, Gens 3, 4, and 1 absolutely dominate in terms of cool starters, with all three from each gen being awesome. 2 and 6 were a little less stellar, but had some good choices. 5 was just bad all around.

Samurott is great, but it's prevos are lacking. Also, the potential for a physical Water Fighting type was there and not used.
Snivy line - nice design but needed something more. Maybe a Dragon secondary typing or something. Pure Grass is always lacking.
Tepig was cool, but evolved into a bulky mess. Needed better evos.

Ever since Squirtle I always use the water type first play through. Almost never use Grass, I always find that the grass starter is awful, except I was pleasantly surprised by Torterra.
Gen 1>Gen 3>Gen 2=Gen 4> Gen 6> Gen 5 in terms of starters.
Gen 5 was awful in terms of starters. First time I ever wanted to box my starter in the main game.

I didn't really like Gen II very much...
My least favorite starter line, the Totodile line was from it.
The Chikorita line was pretty bad past the first evolution too.
IMO, Cyndaquil was probably the best line from that generation, but it doesn't really make up for the other two.
Then again, I guess I just have weird tastes, because I really liked Gen V's designs. (Except Oshawott's final evolution, which still makes me sad.)
