Intelligence alone dont make a president.
You need charisma, social skills, ability to make them feel you are their leader. Of course IQ and analytical abilities (metagross, alakazam) are essential, but there's more.
These are some things that guide me in my pokepresident selection:
-looks good in a suit
-can communicate easily with other pokes and humans
-is smart
-can have a team of advisors and secretaries in a building without killing them all or burning the place daily
mewtwo, gardevoir, machoke, zoroark, slaking and skarmory may work. obviously pikachu wins because of popularity.
