It can only be done if ASM is made to load seperate parts of a palette and load several different sets of player character sprites, which is extremely tedious, mind you.
It would have to be an extremely good and dedicated ROM hack to have this, and even then it's just a couple pixels since it can only be done in Gen 3.

The issue is that in order to add completely new clothing options (beyond simple recoloring) you'd either need to remove old textures, restructure the ROM to make the texture files larger, or make an unofficial patch. The effort needed isn't worth the reward.

What bothered me the most about OR/AS is that since it didn't bother to make the game have the cool features of X/Y (customization, 3D-utilizing landscapes, expansive Regional Dex, Friend Safari), it felt like it was 'Pokemon X/Y: The Hoenn Expansion Pack' than a great game all on its own.
In Pokemon Revolution, beating a Gym Leader would allow you to buy said leader's clothing.
