Former ROM Hacker here.
Both games used the same samples with the only difference being the percussion used between the two and a few samples added in FRLG.
FRLG sounded great because of how the music was arranged and Ichinose knows how to work with the samples he's given. Plus it made more used of MIDI events like volume, panning, and modulation.
