apart from a few like Viridian City, Pallet Town and I think Route 1 just about everything is shrunk

This is a deliberate choice to shrink and simplify the map so that Iwata could get it on the same cart as GS

The Route 22 map is still the same size as in RBY, but most of it is mountain tiles.
