Actually, the reason Pikachu has a voiced cry is because they can get away with it. Pikachu's name is the same in all languages, and therefore the pun in its name isn't lost in translation. At least 95% of the Pokedex would only suffer if given the same treatment unless they shelled out money for multiple voiceovers just for a single Pokemon. Believe me, if it was only because of muh favoritism then Lucario would've been voiced as well. You know how much they love the aura dick.
