Here's some little known to the English community info on Zinnia from a staff interview from the April 2015 issue of Nintendo Dream. Same issue we got the "we couldn't come up with a design for Mega Flygon" info from, in fact.

Ohmori: Again, this is from the scenario writer (※4), but Zinnia herself doesn't have any special powers. She's a very normal person.
One day, Zinnia had to fill the role of a person with special powers named Aster, but from the start she doesn't have the Lorekeeper's abilities herself.
That she acted as a person who could do nothing, that was a part of the story for Delta Episode.
―― That's not something that was clearly shown in the game, was it?
Ohmori: That's right. That was intentionally vague. Though as one point, she does say, "I couldn't become who I was supposed to be, so who does that make me now?"...
In the end she tried to save the world, and could do nothing but pass her lore down to the protagonist.

Ohmori: It's not a story that outright gives a clear answer. I think the players should have fun thinking it over afterwords.

Zinnia did literally everything wrong.
The first thing Zinnia did was run around Hoenn stealing everyone's keystones. These keystones are what allow people to Mega Evolve their pokemon, showing their deep bond and trust they have with them. They are also extremely rare. So that's strike one.
Zinnia then destroys the Link Cable, mankind's only hope, based on a theory backed up by absolutely NOTHING. She could have done something else. She could have said "we should try to move the asteroid into the sun or something." She could have merely held onto it. Instead she destroyed it, leaving everyone with no alternatives but her plan.
She then revealed, to you, that her plan is to hope Fug answers her call. In the end Fug didn't deem her worthy, and if the protagonist wasn't there, everyone would have died. But let's ignore that. It turns out from the interview posted in this very thread, that Zinnia knew she was unworthy. Zinnia knew she was a failure, a totally normal, unspecial person, the failed successor to someone with genuine ability. So she put mankind's fate in her, knowing she would most likely fail.
Zinnia is a fucking dumb retard loser. But the worst thing of all, is that the game portrays Zinnia as a wise anti-hero. As this well-intentioned dark hero who is the only one who knows the real truth and fights against destiny and is so strong and cool. But she's not. She's just awful.
Zinnia is so bad her very inclusion in game brings it down. Now the Delta Chapter itself is an overly long fetch quest that really could have been better executed. But having to deal with Zinnia every step of the way puts it over the top.
