Jolteon already has Volt Absorb. Lightning Rod wouldn't help that much. Unburden would be fun, though, especially if those god damn gems ever get released.
Flareon needs more than Dragon Dance. Give it Shell Smash but instead of dropping defenses it just loses 1/2 its health like Belly Drum. Call it "Burnout" and give it to a couple other crappy Fire types like Typhlosion and Ninetails.
