Pokemon XY were meant to be released on 2013 but VGC 2013 only allowed B2/W2.

What I want to say with this is that Z/Kalos 2 will be released past August; and anyways besides Japanese DP, no Pokemon RPG has taken a long time to be released. Why the fuck would they release a game and immediately expect you to have beaten the game and formed a fully-trained team? The first state championships start very early in the year, leading to the regional, national, then international. If they released a game within that time period of course they can't expect people to use that during the Championships.
Also, they HAVE to announce the Championships rulesets at around this time, so obviously if they plan to announce a game later, they can't just say "oh by the way you won't be using ORAS, you'll be using this game we haven't announced yet, good luck training kiddos".
