So now that Sceptile got into Pokken, I think it's safe to say that Swampert is the least popular Hoenn starter. It's small amount of popularity pretty much only comes from a meme (so I herd u liek Mudkipz).
Gen III is at least top tier in terms of starters. The only competition for better starters overall are Gen I and IV's.

Gen II overall gets more shitted on.
The grass starter is utter garbage, possible the worst starter. Typhlosion bland as fuck with a lower speed stat than it should have had. And Feraligatr is also fucking bland despite being the best one.
