Because with Skylanders, you have to have the figures to play as that character.
The Mario amiibo just grants you little bonuses here and there, but if it was a Skylander, you couldn't play as Mario at all without the figure.
If you want to play all the characters in a Skylanders game, you have to buy every last figure.
What if somebody that works for TPCi visited this board and saw that thread 2 years ago?
