Your opponent is just going to use Protect on his Groudon/Rayquaza/whatever and oneshot Golduck with just his other mon's STAB. Or predict you to predict him and do the opposite. 50/50s aside, you also need to scarf it to outspeed its intended targets. You're gimping yourself with this shitmon just to get some illusory chance against two very specific Pokemon.
Here's how we fix vgc.
Remove Kangaskhan
Remove the genies
Allow only 2 legendaries per team and keep the legendaries that are currently banned that way
Not sure if Amoonguss and Heatran will still be a problem tho
