That being said, Pelipper's stat distribution is a little too crap to make a good Mega (opportunity's already passed with ORAS), but 530 BST would be salvageable if they do.

The only way I can think off to make him interesting in lower tiers is drizzle. Add calm mind and he's even scary. I'd build a team around him any day if i had this.

By some miracle if you manage to set up stockpile unharmed you'll become frustrating tanky. Scald's for fishing out those burns. Defog for utility, and yeah it's just a worse Skarmory that can burn things, enjoy.
