Fly has nothing related with carrying you around or not. Look at fucking Pidgey. It's dumb for Yanmega not learning fly, as for Scyther.
pokemon that can evolve INTO a pokemon, or which evolved FROM a pokemon with arms/tail/etc. will retain their evo/prevos ability to learn and utilize moves that require arms/tail/etc.
how is this so hard for people to understand.
mankey has a tail. kadabra has a tail. quagsire has arms. breloom has arms. it's not that interesting.

Fly in Japanese is literally "fly in the sky". Dragonflies and other insect don't generally fly up as high as birds, so that's why barely any Bug-types learn Fly.
At least, that's the kind of logic I imagine Gamefreak would use.
