Personally, I think Starters should start off as basic pokemon of their types.
Example: Bulbasaur with just grass and normal moves.
When they hit their second form, their moveset should expand slightly to another type.
Example: Ivysaur starts getting a few Poison moves
Finally, their last form should be combat ready with some perk reserved just for them.
Example: Venusaur gets bulky and becomes a beast in the sun with chlorophyll, synthesis and solarbeam
By contrast, something like Serprior is just "its just a regular grass type for the most part until it gets Leaf Storm. Oh and hope you have a good HP type.

I don't really think any design is bad, they're all designed to be likable and marketable in some regard. There are just some I don't hold as much of a fondness of.
