There were 80+ toys in that promotion. The advertisements just didn't bother to push this fact. Hell, a lot of people don't even realize that there were three different talking Silver Gameboys in that set. (Togepi, Meowth, and Lugia)

There were also rare Atomic Purple variants of all of the Gold and Silver talking toys, but this also wasn't mentioned in any of the promotional material.
Seriously, the gameboy promotion was pretty expansive compared to the second movie toys, despite a lot of the toys being similar.
