Here's the easy way to solve this:
>make a list of Sky Battle eligible pokemon (which would include Flying-types, Levitate pokemon, and pokemon like Beedrill and Magneton)
>these pokemon are immune to the moves Earthquake and Magnitude
>make Ground-type not very effective against Flying-type, which makes sense because most Ground-type moves aren't limited to grounded pokemon

This is why Levitate needs to be removed entirely. Literally all but one Pokemon with it are already levitating anyway, so it opens the possibility for a better ability. Gengar could have something good like Prankster or Infiltrator to make up for the loss.

Gengar was shown levitating in the anime so that's the reason why it has the ability, BUT at the same time its sprites before Gen III showed it standing on the floor. Now that it has the ability Game Freak don't want to retcon Gengar and put it levitating. At least Gastly and Haunter are another story.

But it makes absolutely no sense that it has levitate when it's clearly standing on the ground. Prankster might be a good replacement because Levitate is really good on Gengar as well, so that way people wouldn't be discouraged to use it, and again, if it's too much, then Infiltrator could also work.

Gengar is a ghost, it can go through walls / material objects and fly in the anime. Levitate totally fits it imo. It's great for his poison typing too
Because GF is too lazy to fix this fucking system we have for over 10 years.
It took them 10 years to not allow EVs go beyond 252.
