All pokemon are now Type Percentages.
Charizard: 60% Fire, 30% Flying, 10% Dragon
Flygon: 50% Dragon, 25% Ground, 25% Flying
Gengar: 10% Poison, 90% Ghost, <1% Flying (negliginle percent as a formality, does not count in calculations, only to get rid of fucking Levitate)
Azumarill: 90% Water, 10% Fairy
and so forth. Instead of something being "weaker than the other same thing" now they can have distinction by being different type percentages.

As is everything else in the mechanics of Pokemon.
Most things like stab, ev's (until super training), anything IVs, almost anything isnt even explicitly explained. Just touched upon. This could be the same way. Pokemon are __% this type. Etc. No big deal. Tons of "children's" japanese games are much more complicated than simple percentages.

Because it usually dictates what the Pokemon looks like. Best example is Sableye who's Dark/Ghost and Spiritomb who's Ghost/Dark. Sableye isn't ethereal, but Spiritomb is. It even applies to Mystery Dungeon, where ghost types can phase through walls, but Sableye can't.
