Apparently it has to do more with the 3DS and some Nintendo online sorcery junk than the actual internet connection itself. All it needs is you renaming the Wifi title to "Mc Donald's Free Wifi" and changing a few things in the routers settings. That's all it takes for the Nintendo distribution process to mistakenly recognize you as a MCdonalds and allow you to retrieve Hoopa off Mystery Gift using said Wifi connection.
The only downside is that it will be likely be considered hacked or illegitimate because some of the internal data won't completely match a legit Hoopa retrieved from Mcdonalds. It will be probably black listed from GTS, Pokebank, and some other online features. This will probably apply to other events if you can get it to work this way too. So unless you are okay with the event pokemon being kept out anything that requires it to pass through checks on being legit in order to be allowed through, than this not a recommended method.

I'm not sure if you can. When setting up the wifi hotspot, you have to make sure it's a completely open connection with no security.
Afaik, iphone won't let you do a completely open connection and requires that you use a password.

Just open whatever wifi hotspot app or service you have on your phone.
Make sure the SSID is exactly "McDonalds Free WiFi"
Also make sure you set the security to None, so that you don't need a password to connect.
After that, set up the 3ds connection like normal. Make sure that there are no other nearby connections your 3ds will pick up.

It's a regular internet distribution. Just it checks SSID before it distributes it. It's actually a really smart way to do things too. For every one of us who does this there's dozens who don't know how to change their SSID and will go to mcdonalds.
