Smogonshill please, if you've played any official format you'd know from experience how much better they are on average and how well they adapt to anything in the meta. That's what happens when a playerbase don't play fan rules that encourage you to be lazy with teambuilding instead of being forced to adapt.
Smogon's ruleset was better when it was just "official rules + we also allow a few extra legendaries that really don't deserve to be banned".
Then after the Gen 4 Garchomp ban (which was warranted, desu), they've got a hard-on for banning literally anything difficult to deal with. Like its got to the point where they ban Aegislash because "you don't know if he'll attack or Shield" and it's just so fucking retarded.
They've banned so much shit now that their gametype isn't really Pokemon any more, it's this custom thing that plays exactly the way they want it to play which really isn't in the spirit of it at all. If they keep on going this way they'll hit irrelevance soon enough.

smogon can "adapt" fine. The problem is "adapting" leads to everyone using the same overcentralizing shit and it's not fun. Don't try to act like M-Salamence is perfectly reasonable to have in OU when it's one of the best Pokemon in Ubers for fuck's sake.

I think you could pretty much simplify the whole banning process by writing one simple rule:
Are you more likely than not to see a given Pokemon on the enemy team? If so, ban it.
So anything over-centralizing enough to be on more than 50% of teams gets booted. Anything else is fair game.
All these complex and subjective "we think x is problematic so we're getting rid of it" just serves to impose a relatively small group of peoples' opinions onto a much larger playerbase (because lets face it, if you want 6v6 there's nowhere to go but Smogon) and it's all become a bit perverted at this point.
