Statwise, they used to be equal until Gen 2's Special Stat split - Arcanine got a boost to Sp. Atk, while Ninetales got a nerf to the same stat.
With abilities considered though, Ninetales > Arcanine regardless.

Ninetales only have Drought and even then, you only see Ninetales as a dedicated Sun Support on Sun Based teams only if the opposition presents inmediate threat to Charizard Y.
Arcanine on the other hand can work by itself just by Intimidate. Can work in dedicated Sun Teams thanks to Flash Fire and Lava Plume. Justified is garbage though.
Also, by movepools, Ninetales have little noteworthy support moves, wereas Arcanine can give inmediate support with Intimidate, bolster teammates with Helping Hand, heal itself with Morning Sun and its able to dish damage thanks to Flare Blitz and Close Combat.
Arcanine is subpar, it's a worse Salamence in every sense of the word and as a heavy hitter is outclassed inmediately by Darmanitan as a Fire Type, and a lot of other mons. But saying that Ninetales is better than Arcanine is a mistake.
Also, Ninetales and Arcanine are counterparts just as a version exclusives, but I see more Gyarados as the battle counterpart since both get a huge stat boost upon Evolution, both are in the Slow Exp Group and finallyTiger and Dragon.
