It's a half-truth. Satoshi Taiji has gone on record saying that they thought GS was going to be the last one when they started production on it. It was less "it was supposed to be the last one" and more "the staff didn't realize just how huge the franchise was getting at the time". Remember, the preliminary work on GS started before the anime even debuted in Japan.
