They actually had an episode where they showed Game Serena mannequins with different looks directly from the games. They also had Dawn change into her Platinum outfit within the anime. Serena's case is more of a permanent change with most of the design being made by the anime female staff.

That long hair design looks like shit. The shaping is god damn weird as it goes down. If it was straighter with less of those curves midway it might have worked. Cutting it was the only choice toward any chance of improvement since wasn't.

I do like Serena's long hair during many shots in the anime (including time in your posted picture) but anon does got a point. There is a decent chunk of the times it really looks flat out awkward. Yes it can look fluffy. It sometimes looks knotty too, as if her hair to chunky, thick, or bunched together. Just gets weird sometimes and I'm sure it's not accidental.
