Don't be a pedant. The only Pokemon that aren't capable of some kind of flight or gliding and can still learn Roost are Doduo and Dodrio, and those fucks are weirdos that can learn Fly anyway. Empoleon is completely flightless, and can't even hop like Natu can. Roost is used in the context of being able to fly, glide, or be able to stay in the air by their own power, and then settling down to rest on the ground. Empoleon can't manage that, and the animal it's based on certainly can't.
