Fairies didn't nerf the Bug type, Talonflame did
If Game Freak but nothing but Bugs in mid game and end game and were given large movepools, they would be just as good as the other types
If you really want to break it down and make Bug type really good make U-Turn exclusive to Bug types only and remove the Fairy resistance
