Because Gamefreak decided the Fairy Type was a better counter to Dragons than making Ice worth a damn.
Let's look at Ice as a type.
Resistances: 1 (Itself and nothing else)
Weaknesses: 4 (Fighting, Rock, Steel, Fire)
This is why nobody uses ice types.

Only a few of those are purely defensive ice types, the rest are either just average at everything or offensive. It doesn't really matter though because not every pokemon is created to be used in competitive battles, every type has a wide variety of pokemon regardless of its asset and flaws

We have Weavile. Fast as fuck, hits appreciably hard, dies to a whisper.
It's also one of if not the best non-legendary Ice-type(s) in the game. A special Weavile would be god-tier, even taking into account the lack of a useful ability.

They have the stats for it, the typing just needs a buff. Or at least don't fucking pair it with something that makes the Pokémon even more frail.
But yeah I don't think the metagame is prepared for a complete 180º turn. Just make a really good ice Pokémon, starting by giving Weavile and Froslass megas and Kyurem-B some moves.
I remember a person on another thread saying it was more marketable to just make new things than fixing old ones. I guess it's the case here with ice. It was good for literally ONE gen.
I wish GF would just balance shit, as much as I like pokemon having my favorite types being complete trash makes me not want to play anymore.

Yes, I did. Most if not all of those pokemon named have the stats and abilities to be useful if it weren't for the shitty ice typing though.
To have good ice type pokemon it could be as simple as giving it a couple of resists like to grass and flying (and water if you really want to shake it up) and make hail give them a 50% defence boost. That'd be acceptable.

You can so this with almost any Pokemon + type. Steel is a bad offensive type, garbage Pokemon like Durant and Klinklang would be much better if they had a different type that's better suited towards their stats/movepool

The thing is, they just don't. And it actually works too, just look at all the casuals and normies saying how a good addition fairies types are because they counter dragons. They don't even consider that making ice immune to dragon wouldn't achieve the same effect without shitting on other innocent types (especially bug).

They buffed Poison, Dark, Ghost and arguably (but really it can handle the 2 lost resistances) Steel this gen by changing type resists around. They also buffed other types in less direct ways like Grass immunity to spores and Electric immunity to paralysis. Gen VI did a huge switch up to types other than just the introduction of Fairies.
Ice is the only type that has come out worse this side of the generation because it's now lost its exclusive non-dragon STAB effectiveness against dragon. Fairy has more working for it than just that, so now Ice is more than ever just a good source of moves for Water types.

Or just review the power creep so you aren't getting 2HKO by neutrals and OHKOed by resists. Then the type matchup becomes less important, ice types such as Cloyster can tank again, etc.
Ice was fine up to gen 3, then it went downhill as everyone started to get huge coverage moves and +x% abilities.

That's more just some meta stuff. It's like if there was a commonly learnable grass type move that had a decent base power and a spore secondary effect then water usage would probably go down. Ghost though has now become the best type in regards to neutral coverage and it's immune to trapping, so I'd still consider it buffed.

At least Game Freak respects Ice. It's always the seventh or eighth Gym, and has had multiple Elite Four representatives.
Rock, on the other hand, has been the first Gym three times (Generations I, III and IV) and the second Gym once (VI). There's never been a Rock-type Elite Four member either.

Ice got it so much worse than Bug. At least Bug has a bunch of good mons going for it whereas Ice has Weavile, Kyu-B and maybe Froslass. Everything else got dunked by meta trends or was shit to begin with.
