First of all let's remove that Levitate ability 'cause it has no fucking sense if it already has immunity to Ground. Because Ice-type moves are more common than Rock-type and most of them are Special is better for it to have more SpD. Because there aren't good Special Flying moves I thought it will need Aeroblast. I know it is a legendary signature move, but back then on Gen IV Rotom was meant to be a Legendary, even having the "Sinnoh Legendary Encounter" music when you battled against it, its forms being only available through an event, and it forms being banned from Battle Frontier. Also, Entei got Sacred Fire (Ho-Oh's signature move) this Gen.

Delta Stream is the only other ability that fits
Swap all the stats around.
Rotom-Mow should be a fast as fuck high attack glass cannon. Lose Levitate and give it Volt Absorb or Motor Drive or Sap Sipper.
Rotom Fridge should have way more defense in both stats.
Fan Rotom should get Speed Boost and Hurricane, or pretty much just Speed Boost. Levitate is pointless for it.
I don't know about Heat. Maybe give it Magma Storm or something and buff its stats by +10-15 so that there is some reason to use it over Wash ever.

Leave Mow and Heat rotom alone since they're okay.
Give Fan and Frost rotom for offensive spreads, but keep them the same so there's consistency.
e.g.
50 HP
65 Atk
86 Def
107 Sp. Atk
105 Sp. Def
107 Spe
Then add another rotom with the same spread, like an Electric/FairyDildoRotom with Moonblast orPlay Roughor something so you have symmetry (3 Offensive, 3 Defensive)

Grass and fire Rotoms are fine the way they are. For Ice Rotom, change it's move to Sheer Cold. For Flying type, change the ability to Serene Grace for Thunder Wave + Air Slash shenanigans.

Grass and Fire Rotom aren't good though. They have moves that drop their Sp. Atk hard, when they don't have a lot to start with and aren't exactly fast.

the real problem is with hoven, not mow rotom, since hoven is weak to stealth rock which really hurts its ability to switch in and out freely
