Pretty good, actually. Slap that item on Heatran, or any Flash Fire pokemon, really. Flash Fire negates your new Fire Weakness (Provided your opponent isn't Mold Breaker or Reshiram or something) and now you're immune to Water.
Heatran goes to ubers because of this item, now that it walls non HP Ground Manaphy, as well as most other water types. non-mega Houndoom eclipses Mega Houndoom in usage. No one uses Cro-Cune anymore because you can just slap Skin Dryer on any pokemon to hard-counter that blue asshole. Hell, you could just put Skin Dryer on any pokemon you don't want to get hit by Scald.
This item needs to exist.
