I mean those are the things I would give it. I think 120 base power stab move backed up by mega launcher with 100% chance to reduce accuracy would make it a solid UU mon as it would probably still be too frail for OU, but could win against slower teams or get lucky with accuracy drops on faster teams.

The only problem with this is that its also a huge buff to kingdra, but mega launcher and higher special attack separate them.
