That's just a particular giant Dragonite. Also anime isn't canon.

Reminder that pokemon are supposed to be in scale with 10yo asians, hence why they are so small, they're still huge compared to the kids

Pokedex entry's on size are just average measures for me, the only thing i like about the anime is the pokemon sizes, they make much more sense than the games
