I'm doing a Fire Red Nuzlocke and I just got to the Route 4 Pokemon Center next the Mount Moon entrance. Is buying the Magikarp there against the rules or is just a violation of the spirit of the challenge?

you set the rules. if you want to buy it, go for it. if not, don't. guaranteed gyarados is bretty good except it's after gen 1 so water=sp.atk only and gyarados can't into sp.atk. unless you're playing with the physical/special split patch or some such.
