this. at first priority was reserved for normal because it didn't hit SE on anything.
but as power creep developed and GF added retarded stat boosting moves like dragon dance and quiver dance, then STAB SE priority basically becomes a necessity. Things weren't perfect before by any means, but before moves that increased stats were limited to one stat, or if boosting two, had drawbacks (i.e. curse lowering speed) which kept them balanced. but that's another topic.
