Gengar didn't need a buff, and neither did Blaziken. But you had to shove them somewhere because you didn't want to create another tier just for those two. Also, the way that this list is structured implies relative effectiveness. Mega Absol is better than both Mega Steelix and Mega Glalie, who are arguably more shit than it. Yes, I know that your criteria for putting it there is because it means it won't get an evolution while not being strong enough, but since your description ALSO mentions effectiveness, it supersedes the other one.

Mega Gengar, nothing. Mega Lucario, Adaptability + huge attacking stats and great moves on top of it.

MLucario has great stats, a diverse movepool on both special and physical, and a really good ability.

He is very unpredictable and will do serious damage if you guess wrong.

MGengar has good stats and shadow tag. Shadow tag is just a really broken ability if the Pokemon can take advantage of it.

Gengar destroys any remotely defensive team with the Taunt or Perish-Trap sets. Keeps them from recovering health/kills them in 3 turns, and they can't even switch to something that can deal with it. Smashes any wall that could stop any other sweeper on your team.
