Registeel is ugly and useless in battle. Worse still, it doesn't even look like a golem like the other 2. Regirock looks like a man made of rocks. An ugly man made of rocks, but still a man made of a pile of rocks. Regice looks the same, like a man made of a pile of ice crystals. Registeel looks like he was fused together all neat and clean, which isn't really like the other 2, who look like they're barely held together by some sort of sorcery. Even if it was, it's based in Shintoism, not Christianity. Being the creator god doesn't necessarily make you the most powerful, just that it served the role of creation. It's never canonically stated to be the strongest. The only indicator's we have of that are stats, which hard measurements of a Pokemon's abilities in the mainline games are about as canonical as you can get when it comes to measurement of strength.
