I think GF's logic is that they are happy to convey a creature's flying ability by either giving it a flying type or letting it learn fly. Notice how bug types that learn fly aren't part flying and those that can't have part flying iirc

The true reason it is flying type, is because back in gen 1 if a pokemon had a Dragon/Water type, it would have no weakness. So they had to change the type to flying instead to make it still fit the dragon story he and Magicarp are based on.

It was okay then because Dragon type attacks were also introduced. Giving it a weakness. Back in gen 1 the only Dragon type move was Dragon Rage, and that did fixed damage.

having a type that's weak to 2 types one of them being it's own and the other being nerfed by water. then having the only type advantage possible performed by a mon that will undoubtedly be weak to what you're trying to beat because the type specific move is not the sort learned by any mon, just ones of that given type.
