Being the ancestor of all living things doesn't necessarily mean you're the first one. Arceus created Palkia, Dialga, and Giratina, it most likely created Mew (or even the Pokemon before Mew) as well.
Perhaps, there were millions of Mews in the past along with other kinds of Pokemon. Mew's lineage just happens to be the lucky one that survives into the present while the other Pokemon that lived during Mew's time got extinct.
