Relaxed Nature
IVs: 0 Atk / 0 Spe
- Calm Mind
- Scald
- Slack Off
- Trick Room
Oblivious makes sure it doesn't fall victim to stallfaggotry, while Eviolite massively boosts its defenses, to the point where the Mega is irrelevant. 0 Attack IVs so it's harder to take down by Foul Play garbage and 0 Speed so the Trick Room is more efficient.
The rest of the moves are pretty much standard, Calm Mind to boost its shit, Slack Off for regen and Scald for offensive.

You're forgetting the crucial factor that Slowbro is fully evolved and has no use for the Eviolite. Slowpoke however can.
With a Slowbro you'll have 394 HP, 350 Physical Defense, 197 Special Defense, 236 Special Attack, and you can use an item like Leftovers or a Lum Berry.
Compare to Eviolite!Slowpoke which has 384 HP, 376 Physical Defense, 160 Special Defense, and 116 Special Attack (it's Physical Attack is higher at 166), and you're item slot is taken up by the Eviolite.
