Gengar, Gyarados and Tyranitar are the only ones that have been good for very long period of time though. The rest only became useful during gen IV or later.

Gen 2/3 Scizor was pretty decent. Not Gyarados/Gengar/T-Tar good, but did well enough.
Makes me wish Technician was a thing in Gen 3 just to see Silver Wind sweeps.
